Subdivision questions

Can my lot be subdivided?
It depends on lot size and frontage, the current zoning, the Official Community Plan or Neighbourhood Concept Plan designation, setbacks, easements and servicing. That's exactly what our land assessment answers — before you spend money on surveys or applications.
Do I need to rezone my property first?
Only if your current zoning doesn't allow the lots you want. In Surrey, a common example is rezoning from R3 Urban Residential to R4 Small Lot Residential to create two lots from one. Zoning rules in BC have also changed recently with the provincial small-scale multi-unit housing legislation, so it's worth checking what your lot allows today.
What is a PLA?
A Preliminary Layout Approval (PLA) is issued by the City's Approving Officer. It sets out the conditions your subdivision has to meet — such as servicing, road dedication and fees — before the subdivision can be approved and registered.
How long does a subdivision take?
It varies a great deal. A lot that already has the right zoning moves much faster than one that needs rezoning and a public hearing, and servicing requirements differ from site to site. After the assessment, we give you a realistic timeline for your property.
What happens at the end?
Once the conditions are met, the servicing is complete and inspections have passed, the subdivision plan is registered at the Land Title Office. You're left with separately titled, ready-to-build lots — and if you like, we can build on them.
